The error message is fairly clear: you are trying to create a directory at the root level (actually ABOVE the root level).
Check your compile script and see why it is trying to mkdir ‘/…/netcdf-c-4.7.0-gcc9.1.0/include’.
But also, since you seem to be at UNC, you might check with other students. The netCDF library is already available on dogwood.
