In the log, what does the output for opening `GR_EMIS_001` say? (That output will give the starting date (which you do not supply above), the starting time, the time step, and the number of time steps.) The error message is pretty straightforward: the `GR_EMIS_001` you are supplying does not contain the date&time `2021181:060000`). This suggests you have some sort of scripting-error.
