You do not need to set the SMK_EMLAYS to the max of your model layers if the emission does not go up that high. You can set it to a reasonable layer# like 20. If there is a source with emissions higher than layer# 20, then SMOKE will generate the REPRTLAY report and let you know the list of inventory sources. Then you can increase the SMK_EMLAY to a higher number if necessary.
