EPIC Site Information Generation Tool

I have one question about the EPIC Site Information Generation Tool. For the BELD4 file for the domain (beld4_cmaq12km_2006.nc), is it packaged in the database of Spatial Allocator or I need to generate that using landuseTool_WRFCMAQ_BELD4.csh? I try to find this file in data folder of Spatial Allocator and also FEST-C data but I didn’t find that. Could you offer more information?
Also, can I use the NLCD 2011 (2016 edition, the new version) to generate the files using Spatial Allocator for FESTC since the NLCD website only offers the new edition data, not the 2011 edition (I couldn’t find a place to download the old version of NLCD 2011)?
Any feedback you can give would be greatly appreciated.

I don’t think that beld4_cmaq12km_2006.nc is packed in Spatial Allocator package.
In festc, this file can be created under a scenario you created ( based on your research domain ) in festc interface.
If you already downloaded 2011 NLCD and MODIS data, you can use them to create the *nc file, doesn’t matter 2016 version or older version. The utility in festc interface is the first one "BELD4 Data Generation. " The program used is: $SA_HOME/bin/64bits/computeGridLandUse_beld4.exe

Thank you for your answer. I have already downloaded 2011 NLCD and MODISv6 data for creating the beld4 NC file for the CONUS domain and used them to run computeGridLandUse_beld4.exe. However, I got some problem (I also see some people posted a similar question before but without any solution after that):

I have no idea about the reason for this problem. Could you give some suggestion to solve this problem?
