Error create mask file with Spatial-Allocator

Hello everyone,
I failed to create regional mask file by using allocator.exe ,my run scripts like :

I‘m not sure whether my shapefile is correct or not because its geographic coordinate system is WGS84, and the attribute list as follows

I would like to create mask file for Guangzhou;however,the value of the result all equal to 0

Does anyone run into the same problem?

I don’t used the Spatial-Allocator before. I think the problem is your coordinate system. I suggest you change to Lanbert. Because the emssion file grid is based on Lanbert. Now I’m stuck in makeing maskfile with m3mask and m3merge.
