Onroad_mex and SMOKE merge with NEI 2016v1

Hi BH and Alison (@bbaek @eyth.alison) et al.,

I have two questions using NEI2016 v1 package downloaded from EPA:

  1. Onroad_mex_part2_combine
    here is the error:

    I have all premerge files ready expect onroad_mex, and then ran merge
    the error is:

This concerns the conversion of MOVES Mexico emissions (which are pre-speciated CB6-CAMx) to CB6-CMAQ using the combine utility.

Within that conversion script (Onroad_mex_part2_combine ) there are two steps. The first step runs the combine
utility, and the second step is to run the output files back through m3xtract in order to make the output files more I/O API friendly (which the combine utility itself does not do).

It looks like the combine-terra.exe executable was not installed:
