We recently noticed a possible problem with shapefile ftp://newftp.epa.gov/air/emismod/2016/alpha/spatial_surrogates/shapefiles/2014shapefiles.hpms.tar.gz, which is included in the EPA 2014-2016 Version 7 Air Emissions Modeling Platforms for onroad surrogates generation. In this shapefile, “unrestricted” road (moves2014 code = 03 and 05) are missing almost entirely for the city of Los Angeles. As a result, SMOKE processed onroad emissions using surrogates generated from this shapefile would be very low for LA. There might be similar problems for other areas, but we did not check. Could you please check this shapefile and advise how to fix it?
I checked surrogates included in the 2014-2016 platform generated for the CMAQ CONUS12 grid. A weight shapefile named “AKhpms2013_lcc” was used for generating onroad surrogates. However, the onroad shapefile available on the ftp site is “hpms2013_lcc”.
Could you please provide me the “AKhpms2013_lcc” shapefile?

You are right. AKhpms2013_lcc is for Alaska. However, the header of onroad surrogate for the CONUS12 grid does not give correct information for shapefile used. As an example, below is the header of surrogate 211 showing AKhpms2013_lcc is used for that surrogate:

We found a new HPMS shapefile “hpms2016” in your package. The roads around LA in that shapefile look MUCH better than “hpms2013_lcc”. We will use “hpms2016” to generate onroad surrogates for processing 2014-2016 onroad emissions.
