Spatial surrogate for 2022v2

I am trying process emissions for Texas, New Mexico, Oklahoma, Coahuila, Chihuahua in 4km resolution.

Q1: Is 4km resolution surrogate file available for 2022v2 platform, as it was for 2022v1?

Q2: Assuming no to above question, I am looking for shapefile or other vector GIS data, referring to https://gaftp.epa.gov/Air/emismod/2022/v2/spatial_surrogates/Surrogate_specifications_2022v2_platform_US_Can_Mex.xlsx . I am wondering where I can find the updated shapefile such as “SPUD_CBM_670_2022v2” ?
