Can not find Shapefiles (2014)

Hi everyone.
I used the “US Spatial Surrogate Workbook_v2018” In order to prepare surrogate files as SMOKE inputs. I also downloaded the shapefiles from EPA FTP. However, I could not find two shapefiles named “BOEM_2014_Gulf_Emissions_NAD83” and “conus_waters_plus_great_lakes_activity”. Anybody knows where can I find them?

Looks like those two shapefiles have been dropped somehow. I have uploaded these two shapefiles to CMAS Data Warehouse.

I am also not able to find two other shapefiles from NLCD:
“HI_2010_CCAP_LULC”
“PR_USVI_2010_CCAP_LULC”

I just uploaded those missing shapefiles as well.
