I was wondering if it is possible to generate high-resolution emissions eg:100m by 100m using SMOKE. Will be only using the canadian inventory and a few of the main emissions sectors such as onroad, offroad, dust and othar emissions.

It is possible to generate emissions at 100 x 100 m using SMOKE. The primary limitation is the resolution of the underlying spatial data used in your surrogates. Correctly allocating onroad, for example, could require link-level vehicle activity for all roads within your domain.
While this is theoretically possible if you set up a grid description properly, you would need to generate spatial surrogates for nonpoint sources at that same resolution. Point sources should work more easily as they are at lat-lon locations.
