I am running the 2022v2 modeling platform with SMOKE v5.2 and have successfully generated the emissions, including the onroad sector. We would now like to adjust the RVP due to the recent EPA fuel waiver.
In the SMOKE-MOVES User’s Guide, Table 12 mentions that RVP can be provided as an optional model input:

Do you have any suggestions on the best way to implement this adjustment in the workflow?

Table 12 lists optional inputs for MOVES, not SMOKE-MOVES. Altering RVP is not something that can be set directly in SMOKE-MOVES. Off the top of my head, and not sure if this would work perfectly, but perhaps you can run a base of MOVES in inventory without the RVP adjustment, run MOVES again with the RVP adjustment, develop a scalar, and then apply the scalar to the 2022v2 emissions files using your DESID file in CMAQ, if that is the model you plan to use.
