How to run inline windblown dust module of CMAQ V5.2 outside Northern America?

Hi all,
I am a new user of CMAQ V5.2, trying to simulate windblown dust in Eastern Asia. As far as I know, inline dust simulation requires BELD3 and MODIS FPAR data. However, BELD3 only covers Northern America.
Therefore, I wonder whether I could run inline dust module without BELD3 data? Besides, I do not know how to download and process MODIS FPAR by using Spatial Allocator. Would it be possible for you to give me some instructions or advice?

This paper indicates that windblown dust improvements were made using the Noah Land Surface Model in WRF and CMAQ.
