I got this message and I tried a few days but I was not able to find where is this error came from.
I check my IC directory but there is a file.

says that there was no setenv INIT_CONC_1 command executed by the CCTM script.
How can I set up INIT_CONC_1 command?
You probably need to study the CMAQ tutorial.
In your run script, please change CTM_DIAG_LVL from 0 to 1 and rerun your case. Then examine the log file to make sure INIT_CONC_1 points to an existing file. For your second error, please double check the START_DATE and END_DATE settings.
